It is too long when you think it is too long.
For me it is when it reaches the middle of my back, once I let it grow until almost at my butt and I hated it but I was too lazy to go see my hairdresser until I was really fed up with it (she thought i would cry when she cut but no i did a happy dance instead
lol).
