Pins do tend to move (that's why they are pins) and this one does:
"The Junior Girl Scout Leadership Pin indicates leadership roles assumed at the Junior Girl Scout age-level. Wear this pin on the sash above the Junior Girl Scout badges and below the Brownie Wings, or on the right side of the vest. Girls 11-17 can also wear it on their uniform. I do not believe the Junior Aide bar moves though.
