This is a difficult pattern to interpret because it doesn't use the terminology we use today. It seems to me the pattern is trying to say:

Turn, 1 slip st into each of the last 7 chain stitches of the 11 chain space, ch 5, 1 dc into the next tr, * ch 2, skip two chain stitches and make 1 dc into the 3rd chain stitch, (ch 2, skip one chain stitch and make 1 dc in the next chain stitch) 3 times. Repeat from * 3 times, skip 4 chain stitches and make 1 tr in 5th chain st.
As you continue to work the rows of the filet corner you should start to see some type of mesh/grid pattern emerge as filet crochet is a series of opened and closed mesh squares that form a chart like design.
