What's the difference? Is there a difference? If so, how do you personally draw the line?

I believe the distinction is clear. CIVIL rights are the legal rights of CITIZENS: HUMAN rights are a set of ideals deriving from a Resolution of the UN General Assembly in 1948. Civil rights are defined by the domestic laws of individual states (sometimes set out in their national Constitutions), and are enforceable by the Police of those states; Human Rights are defined by international treaties ("Conventions") and are NOT enforceable except for the most extreme of breaches. NEW PARAGRAPH. HUMAN rights were pretty much invented by Eleanor Roosevelt (one of my personal heroes) and her UN committee in the aftermath of WWII. One reads about the Hebrews' Ten Commandments, the English Magna Carta, the French Declaration of the Rights of Man and the US Declaration of Independence and Constitution - but all of those were written to protect the rights of the members of a single tribe or nation. They were never meant to apply to foreigners. Mrs Roosevelt's genius (and the genius of her colleagues) was to extend the most basic of those rights to all mankind. Except for parts of the Geneva Conventions dealing with POWs, it had never been done before - at least, to the best of my awareness. Andria - you may correct me on this; you may be a better historian than I am!

Gordon, I think you're spot on, and it sounds like you really know your history! As far as I see it, in the simplest terms possible, civil rights are the rights of citizens, determined by domestic laws. Human rights are the rights of humans, which have been outlined by the Universal Declaration of Human Rights. I think each have their place though I like the broad applicability of human rights.

Andria. In real life, very few people in any culture are willing to extend the protection of individuals' rights beyond their own national borders. As a general statement, the concept of human-rights is in conflict with patriotism. When our governments send troops to intervene in some foreign place, whom do we favour in our prayers or hopes - OUR soldiers or their foreign victims? Our boys aren't defending our lives, of course, but their actions may be protecting our jobs, indirectly. I'm afraid our respect or disrespect for invaders, bombers or torturers generally depends on whether they are our compatriots or not. I WOULD PUT A NEW PARAGRAPH HERE IF I KNEW HOW! Our political representatives happily sign international treaties banning torture, slavery, and atrocities of all kinds with (figuratively) their fingers crossed. Even individuals who have argued passionately for human rights tend to stumble at the hurdle of patriotism or tribal loyalty. That's terribly sad, isn't it?
