Buy life vests that fit the children. Don't buy a larger size, so that they will "grow into it." A large life vest can ride up and push the child under the water. This happened to a friend of mine when she was on a float trip. She was so tiny, and none of the vests fit. When their boat flipped, she was pushed down into the water. Fortunately, her crew saw what was happening.
