Their positions in a spread affects an accurate reading but here are my descriptions about a person depicted by these cards, generally speaking:
10 of Wands (reversed): This card is about responsibilities, too many burdens but reversed it reflects a person who avoids responsibilities. Someone who doesn't "carry his own load." He may make promises but not live up to them.
Ace of Cups: This person is showing early signs of interest. He is willing to "take a sip" and drink from this filling cup of emotions.
9 of Cups: This is the wish card. This person--or you--wishes for good times together. And if you put your heart and energy into this, you'll experience pleasurable experiences (going out, socializing, etc.)
Together, I'd say that these cards reveal someone who could be interested in trying out a relationship with you, someone who will provide some satisfying, entertaining times...but may not step up to any real responsibilities or expectations you might have of him for a long-term, dependable relationship.
