In India, generally pakoras is the correct term used for fritters made using dried chickpea flour (or besan). These are usually made using vegetables but can also be made using paneer (Indian cheese), nuts, chicken or fish/shrimp.
Now in my home state of Maharashtra (where we speak Marathi), pakoras are known as "bhujjis". I am actually making them for dinner tonight: onions, potato, cauliflower, spinach, green peppers & peanuts varieties :-)
Because "bhajis" in my language of Marathi, refers to stir-fry dishes. So in the UK, you may get onion fritters but in India - you will get stir-fried onions!
