That is the custom in the Netherlands isn't Susan, and in many ways it does sound the logical way forward. But don't think Queen Elizabeth either wants it or would agree to it being forced on her, unless her health situation changes to such an extend she faced the prospect of being long term and incurably ill.
And the public would not like it either. She is an amazing woman, incredibly popular and respected as a human being as well as a professional with a strong sense of duty, a monarch and head of state.
She and Prince Philip are a charismatic team, and when one or the other passes on not only will there be genuine mourning things will become different indeed.
There were even questions about the survival of the monarchy, although to an extent they have lessened since the arrival of 'William and Kate', and not forgetting 'the cheeky chappy' on the sidelines, Prince Harry.
As far as I understand it no one wants a time without her to come, so the thought of bringing it about earlier unless absolutely necessary...................hmmm can't see it happening.
