This seems like an endless battle Phyllis - we get a few step ahead and slammed backwards a few more. I truly don't get it - there are a handfull of horses out there - bothering no one - but apparently the cattlemen, who lease the land for next to nothing, want all of it for themselves - and because they have so much money they usually get what they want.
Have signed this and many others - keep up the good fight folks it is the only way to make any changes.
