The dress changeover is at about 3:26 and it's quite lovely. Ideas for how to make it?

Wow. That is pretty amazing. I watched several times. I can see that the fullness of the skirt is obviously sitting at the waist of the original dress. That is ingenious.

I would love to see that in person and see how the sides of the top are held together.

I would start by making the under dress and then figure out how to attach the over dress. What is stumping me is how the top is held together while being able to separate so easily. Hmmm...
