Ok, this is the conditional tense, both Spanish and English verbs. So, when we use the English conditional "would", it corresponds in Spanish to the conditional tense. In this case, it is "ser�an", plural, as the subject of the sentences is plural (ni�os-children).

And, about your questions:

Following the use of the conditional, for "I would like an ice cream" we should say "Querr�a un helado, por favor", but doesn't sound very coloquial, so, as you sayd, we usually use the present tense: "Quiero un helado, por favor".

And yes, "quiero" = "I want".

You can use, of course, "querr�a un helado", but "in real life", use simply the present tnese "quiero".

You should use the conditional in special ocassions, as a polite form.
