Unfortunately, you really cannot train anyone to be fast. You can train them to work more efficiently but only if they are willing to learn.
Most people just have a certain pace they can work at or feel comfortable working at and all of the training and all of the classes will never change that.
You can harp to them, berate them, threaten them or whatever and that will de-moralize them and even cause them to work slower.
Get a new partner or be prepared to pick up the slack.
