I definitely have some suggestions for you:). Usually in the winter, one needs a heavier facial cream than in the summer months. If you currently aren't using any type of moisturizer for after you cleanse your face, now is the time to get one.
It can be as simple as Jojoba Oil or you can invest in a good moisturizer from the store. Aveeno, Kiss my Face, and Aubrey are some good choices.
Another important factor is exfoliating. Generally one's skin needs just as much exfoliating in the winter as in the summer. This can be in the form of a facial scrub used once a week.
Finally I would amp up on your water intake if you aren't drinking around 64 ounces a day. Water is going to keep you hydrated in the cold and wind.
