I want to quilt a panel (has a picture allready printed on the fabric) I know that I have to pin the back and the front together with the batting in between but do I put a hoop on it and them sew on the sewing machine or do i just sew it ?

If you're going to machine quilt it you don't need a hoop. Do a practice piece first so you can make sure to get the right stitch length and tension. I usually skip this step and then regret it.

Should you decide to use a hoop, use a square/rectangular one. The round/ovals can distort your bias.
